control as a means to provide universal service is being practiced for
thousands of years. Be it food grain, services or fuel, the idea is to
provide relief to the poorer section of the society. In time of famine,
the good kings opened their food stock and almost gave it away. The
kings used price control to secure their throne and the politicians as
a way to entice the voters at the expense of national exchequer.
